A la vuelta de la esquina está la celebración de un Foro de Agua y Desarrollo Sostenible que organizan grupos de la sociedad civil, la COMAPA y el Cabildo de esta capital.
Su realización suena lógica o ilógica, en el entendido de cómo se vea el vaso de agua, medio lleno o medio vacío, porque de que, se enfrenta un problema serio de distribución del vital líquido en las redes del organismo operador, es una gran realidad.
Más de la mitad de la población vive sin agua normal y una cuarta parte la tiene por varias horas durante el día y la población restante, podría decir que no le ha faltado, pero, vive con el temor de que ello pase debido a las dificultades que enfrenta la presidencia municipal para resolverlo, en especial el factor económico, porque la COMAPA no tiene los millones de pesos que hacen falta para nivelar presiones y distribuir en forma adecuada el agua a todos los sectores.
El Foro del Agua se llevará a cabo la tarde del lunes venidero, en el Centro de Excelencia de la Universidad Autónoma de Tamaulipas, allí se presentarán ponencias, se analizarán realidades y se verán estrategias o planes, que se supone abonarán en mucho a la definición de alternativas.
Además, se tocarán temas de perspectiva del agua, es decir, como está el agua en el mundo y cómo estará, aunque eso, ya se vive en esta capital, porque la falta del vital líquido, no es de ahora, sino desde hace más de un año, cuándo se presentaron imponderables para echar a andar el acuaférico que todo mundo pensaba que era la gran solución al problema de las bajas presiones y de los altos costos para llevar el agua traída de la presa Vicente Guerrero y Potabilizada en el sur de la ciudad, pero, que debería de hacerse llegar a los tanques de distribución ubicados en el sector poniente, allá pro las faldas de la Sierra Madre Oriental.
Debido a que estarán representantes de las organizaciones de la sociedad civil, es claro que la situación del abasto y las alternativas de solución que se planteen, será aquello que todos loas asistentes quieren escuchar, por tanto, el Diagnóstico real al 2019 del Organismo Operador, que será presentado por el ingeniero Humberto Zúñiga Calderón, será el tema más esperado por todo mundo.
Conocer esa realidad, incluso saber que cantidad de recursos se requieren para resolver de manera urgente la situación, es algo que los ciudadanos podrían avalar, para que, con las posibilidades que tiene la COMAPA de echarse a cuestas créditos con alguna institución federales o de plano con la banca privada, echar a andar un plan que pueda cobrarse a través de los recibos.
Esto último, porque nadie podría cooperar en forma directa el día del Foro y que, se hay una especie de bolsa para que haya dinero suficiente, porque, esperar las aportaciones de la Comisión Estatal del Agua y de CONAGUA, equivale a esperar sin bañarse por una buena temporada.
Muchos creen que es la oportunidad de oro que tienen los funcionarios de la COMAPA y del Ayuntamiento para lograr la participación de la ciudadanía en un grave problema social generado a partir de la política y que, se suponía que con política se arreglaría, cosa que no es así.
Más bien la política lo echó a perder y la política es incapaz de resolverlo, por ello urge la intervención de la comunidad.

Enrique Jorge Nader Nemer, quien llegó a la dirección general el Instituto Tamaulipeco de Becas, Estímulos y Créditos Educativo, luego de una serie de inexactitudes de su antecesor, fue reemplazado por Ernesto Robinson Terán, exdiputado local de Reynosa en sus tiempos de priísta y excandidato a diputado federal por el PAN en el 2018, cargo que no ganó en las urnas.
El hijo de Don Tomás Robinson y de la exdiputada local de allá mismo de Reynosa y exdirigente del comité municipal de ese mismo partido, Leticia Terán de Robinson, se desempeñaba hasta este jueves como Director de Recursos Materiales en la Secretaria de Salud.
También hubo otro movimiento de personas, en la administración estatal considerado como normal, ya que, Juan Filiberto Torres Alanís, quien se desempeñaba como titular de la Dirección Administrativa del Congreso del Estado, fue designado como Subsecretario de Planeación en la Secretaria de Salud, una posición para la cual se le ubicó hace poco más de tres años, porque formaría parte del equipo de transición que recibiría la dependencia de los anteriores funcionarios.
Algo no salió bien, porque también se dijo que podría quedar en la subsecretaria de Administración y Finanzas, pero, al final de cuentas asumió la Dirección de Administración, pero, del Congreso del Estado.
Por cierto, falta aún que se haga oficial al nuevo titular de la Dirección de Planeación de la Secretaria de Obras Públicas, en la cual despachaba el exdiputado local de Matamoros, Juan Patiño, hasta antes de ser nombrado Director del Instituto de Infraestructura Educativa, tras la renuncia de Germán Pacheco Díaz, quien decidió irse por asuntos personales no revelados.
Hay quienes creen que, así como la Secretaria de Educación de Tamaulipas dio un Diputado local en las elecciones pasadas, Héctor Escobar Salazar, quien dejó de ser titular de esa área para convertirse en candidato a Legislador y ganar las votaciones del pasado dos de junio.
Así podría acontecer con Robinsón Terán, quien desde otra instancia educativa, tiene que trabajar con dirección a la alcaldía de Reynosa, su tierra, para las elecciones venideras, no le hace que falte mucho tiempo, porque más vale a tiempo que a las carreras.
Ya que andamos con asuntos de la administración estatal, múltiples condolencias ha recibido, Víctor González, en virtud del fallecimiento de su señora madre, el se desempeña como secretario particular en el área de Comunicación Social del Gobierno de la entidad.
